Michigan EMS Providers Oppose HB 5013


The Michigan Association of Ambulance Services (MAAS) believes that the communities our ambulance agencies serve receive affordable, accountable and high-quality ambulance services. Our priority is making sure accident victims rapidly receive the emergency medical services they require in their time of need.


House Bill 5013, unveiled earlier this week, safeguards insurers at the expense of Emergency Medical Services personnel by requiring them to accept less than cost for the services they provide.


Michigan’s ambulance agencies are at a financial crossroad. Our first responders have not received a Medicaid reimbursement rate increase in over twenty years. Now, the proposal will further constrict our ability to serve Michigan’s residents.


Michigan's ambulance agencies are already at a disadvantage because we are first on the scene, cannot inquire about a patient’s ability to pay, and our bills often hit the patient’s insurance deductible.  This proposal would reduce the payments to local ambulance agencies by 40% - 50% threatening the health and well-being of Michigan residents unable to receive the emergency medical help they need.


A further reduction will exacerbate the problem, forcing ambulance agencies to make serious and possible life-threatening decisions about the quality of care they can provide their local communities.
